How to use the COVID-19 passport
The COVID-19 passport is a COVID-19 vaccination certificate, a certificate of recovery from COVID-19 or a certificate of a negative COVID-19 test result.
The EU Digital COVID Certificate acts as the COVID-19 passport. The EU Digital COVID Certificate is available in the My Kanta service where it can be downloaded as a PDF file or printed on paper. If necessary, you can ask for a paper COVID-19 passport from public health care providers.
Who gets a COVID-19 passport?
Any one of the three certificates included in the EU Digital COVID Certificate is sufficient for the COVID-19 passport:
- a certificate of a full series of COVID-19 vaccination > COVID-19 vaccination certificate
- a negative COVID-19 test result taken within 72 hours > Certificate of a negative test result
- a certificate of recovery from COVID-19 within 6 months > Certificate of recovery
The age limit for the COVID-19 passport is 16 years. People aged 16–17 and those unable to get the COVID-19 vaccine for health reasons are tested for COVID-19 free of charge by public health care providers.

How is the COVID-19 passport scanned?
The COVID-19 passport is scanned using a reader app approved by the Finnish Institute for Health and Welfare. The app is used to scan the QR code in the COVID-19 passport, i.e. the EU Digital COVID Certificate.
The app indicates an accepted COVID-19 certificate in green and a rejected COVID-19 certificate in red.
The app does not collect or store any information from the certificates. The information in the COVID-19 passport may not be stored, registered or processed for any other purpose. The Finnish Institute for Health and Welfare is in charge of the app.
The COVID-19 certificate reader app is primarily intended for use by organisations and event organisers.
The person’s identification may also be checked when scanning the COVID-19 passport.
